I've noticed fraudulent clicks from recurring IP addresses. Okay. Pasted them into IP exclusions, yet I still, find clicks from those IP addresses days later. Any explanations for this? So you also need to look at whether Google has classified them as invalid clicks as well. And you will see under your billing history that you might have had some credit for those clicks if they still pop up there. I would recommend that you speak to Google Support.
And the best way to do that nowadays is obviously the phone support is restricted in some countries. I'm not sure where you are. The best way is to create a little loom video or a screen-sharing video and show them what you've done when you put in the IP addresses in the exclusion list. And after that, those IPs are still popping up, and then they're going to have a look at it and sort it out. So my advice to you is to contact Google Support for this, please.
