If you do have such a unique offering, then definitely run it. The budget does not impact the bidding, but you will have a problem if your CPC is high. So, let's say you are bidding on something and your cost per click is around $10-$15, but your budget is only $20.
You will only get one click a day, and after 30 days, you will hardly see any movement in the account. Your client will then get frustrated and say, 'I'm spending all this money, and I'm not getting much from it.' Therefore, you need to educate the client and manage their expectations. We need at least $100 per day to get at least 10 clicks and see what's happening. If you run the campaign for 30 days and get 300 clicks, you will have enough data in the account to make some data-driven decisions. One or two clicks won't be enough for a very long time.
