I'm getting more and more clicks, but no engagement on my eBook campaign. So, you need to think about what people want. When was the last time you downloaded an eBook? I can't remember. It used to be really popular six or seven years ago, but now fewer and fewer people have the time to read long eBooks. If you have a lead magnet and you're trying to offer an eBook as a lead magnet, then obviously your headline is not catchy enough. People don't see the value in it.
So, you need to start testing. First, check if the click is relevant to the right keyword or not. If it is, then you need to start working on your landing page: headlines, sub-headlines, bullet points, and images. It's not just a case of Google getting you conversions. Not at all. Google is just a channel to drive the right traffic. You need to start working on your landing page, the offer, the copy, the experience, and the call to action. Then you will start to see that you are getting results.
